How to Register
To register online:
Visit the California Secretary of State’s website [external link] and follow the instructions provided to fill out an online Voter Registration Application.
To register on a paper Voter Registration Application:
- Obtain a paper Voter Registration Application
- Complete all required fields
- Sign the application
- Return your paper Voter Registration Application by mail or in person to the San Bernardino County Registrar of Voters
How to Change Your Name or Political Party Preference
If you want to change your name or political party preference on your voter registration record, you will need to re-register to vote.
To register online:

- Return your paper Voter Registration Application by mail or in person to the San Bernardino County Registrar of Voters
How to Change Your Address
San Bernardino County voters may now use a simple Change of Address Form to update residential or mailing addresses so long as the voter still resides in San Bernardino County. Voters may submit a photo or scanned image of the completed form by fax at 909-387-2022 or by email to VoterRegistrations@rov.sbcounty.gov. Alternatively, the completed form may be returned by mail or in person to the Registrar of Voters.
Important notes:
- The Change of Address Form may not be used to register to vote, change a name, change a political party preference, change a residential address from one county to another, or request a mail ballot.
- This form must include the voter’s signature. An electronic signature cannot be accepted at this time.
How to Change Your Address After the Registration Deadline
On February 13, 2020, urgency legislation Senate Bill 207 [pdf] was chaptered that permits voters to update their residential address after the registration deadline for an election without requiring voters to re-register. A written request submitted to the Registrar of Voters is sufficient.
To assist voters, the Registrar of Voters created a Change of Address Form for voters to use.
If you Vote by Mail
No later than seven days before an election, print and complete a Change of Address Form and submit a photo or scanned image of the signed form to the Registrar of Voters by fax at 909-386-8388, by email to MailBallots@rov.sbcounty.gov or in person. Indicate on your fax cover sheet or in your email that you would like to be sent a replacement mail ballot based upon your new address.
If you Vote at a Polling Place
Up until noon the day before the election, print and complete a Change of Address Form and submit a photo or scanned image of the signed form to the Registrar of Voters by fax at 909-387-2022, by email to VoterRegistrations@rov.sbcounty.gov or in person. You will receive the correct ballot at your polling place on Election Day.
On Election Day, you may also bring a completed form to any polling place in the county or fill out the form at the polling place. You will then receive your correct ballot to vote.
To Verify Your Registration Status
Voter Registration Applications are processed daily. After your application has been processed, a Voter Notification Postcard will be mailed to you. If you do not receive a Notification Postcard or want to check on your voter registration status, use My Elections Gateway or call 800-881-VOTE.
Identification
In order to register to vote, you need to provide one of the following:
- Driver license number or the last four digits of your Social Security number
- Current and valid photo ID
- Current utility bill
- Bank Statement
- Government check
- Paycheck
- Other government document
If you do not provide one of these documents at the time of registration, you may be asked to provide it when you vote for the first time.
