County of San Bernardino Voter Information Guide

  • The Voter Information Guide is a booklet published by the San Bernardino County Registrar of Voters that includes information about voting, candidates and measures, a sample ballot, and polling place information.
  • To save taxpayer money, voters will receive two Voter Information Guides in the mail for this election.  One guide contains a sample ballot, candidate statements, and local measure information.  The second guide is the Supplemental Voter Information Guide, and only includes information for countywide Measures J and K.
  • The comprehensive Voter Information Guide [pdf] contains information for all offices up for election throughout San Bernardino County including the information about countywide Measures J and K that were printed in the Supplemental Voter Information Guide.
  • The precinct specific Voter Information Guide contains information for offices up for election in each precinct. You can view precinct specific Voter Information Guides by using the Polling Place and Voter Information Guide Lookup tool [no longer available].
  • The accessible format Voter Information Guide [no longer available] provides customized election information for voters who use screen-reader software.

Offices Up For Election:

Candidate Filing:

Candidate filing has been extended for offices where the eligible incumbent did not file candidacy documents by the original filing deadline. The deadline extends to Wednesday, Aug. 12 at 5 p.m.

Write- in Candidate Filing:

For the health and safety of potential candidates and staff, write-in candidate filing will be provided by appointment only, either online or in-person at the Registrar of Voters office. Walk-ins may be assisted if there is an available filing clerk; otherwise, the next available appointment can be scheduled.

    • Candidates are required to pay the estimated costs of printing their candidate statement in the Voter Information Guide at the time of filing.

Resolving Unsigned Mail Ballots and Provisional Ballots

When the Registrar of Voters receives a voted mail ballot or provisional ballot without the voter’s signature on the return envelope, the Registrar of Voters is unable to count that ballot.  However, California law allows voters another chance to correct their mail ballot or provisional ballot up until two days before the election results are certified. These voters are notified by mail that they may:

  • Go to the Registrar of Voters to sign the mail ballot or provisional ballot return envelope in person, or
  • Complete and return an Unsigned Ballot Statement.

If you received a letter from the Registrar of Voters stating that your mail ballot or provisional ballot return envelope was not signed, go to the Registrar of Voters to sign your envelope, or complete and return an Unsigned Ballot Statement.

Resolving Non-Matching Signatures on Mail Ballots and Provisional Ballots

When the Registrar of Voters receives a voted mail ballot or provisional ballot but is unable to match the voter’s signature on the return envelope with the signature on file in the voter’s record, the Registrar of Voters is unable to count that ballot. However, California law allows voters another chance to correct their mail ballot or provisional ballot up until two days before the election results are certified. These voters are notified by mail that they may:

  • Go to the Registrar of Voters to sign the Signature Verification Statement in person.
  • Complete and return a Signature Verification Statement.

If you received a letter from the Registrar of Voters stating that your signature on your mail ballot return envelope or provisional ballot was unable to be matched with your signature on file, complete and return a Signature Verification Statement immediately.

Voter Registration

If voters need to register or re-register, the voter registration application must be postmarked or submitted online no later than 11:59 p.m. on October 19, 2020, for the 2020 Presidential General Election.

If you miss the voter registration deadline, you can still register and vote in person at the Registrar of Voters office or an Early Vote site, or at a polling place. View the Vote Early page for locations, dates, and hours of the Early Vote sites for this election.

From October 20, 2020, up until the close of the polls at 8 p.m. on Election Day, all voters can still update their residential address or political party preference.

On February 13, 2020, urgency legislation Senate Bill 207 [pdf] was chaptered that permits voters to update their residential address or political party preference after the registration deadline for an election without requiring voters to re-register. A written request submitted to the Registrar of Voters is sufficient.
